Explanation- Being the overall head of design and production for Kuat Drive Yards, and with his family having a partial share (presumably) in the company, Stark has the ability to requisition items not available to the general public. While his work keeps him on Kuat, certain functions on Imperial Center or other worlds require travel. At times, this can be done in stately ships or company vessels, but now and again, personal trips or ones on short notice require the need of a swift, well-armed vessel that has carrying capacity enough to transport decent-sized package or, as is often the case, partnered with the Cutlass-9 within should a quick escape become necessary.
