Morgan Shays is the son of Rebel pilot Dannon Shays and Chandra Payce, a former member of Corulag's ruling House of Citizens. Both heroes of the war against the Empire, Morgan's parents may have been surprised to find their son an up-and-coming member of the Centrist faction of the New Republic Senate, supporting a strong, Imperial-style government. Knowing his father only through his mother's stories, and absent an authority figure in his young life, Morgan Shays as a Senator advocates for such an authority figure for the New Republic—a more empowered Chancellor, but a democratically-elected one, not another Emperor. Nonetheless, he is resentful of the former Rebel Alliance, the reason for his father's absence from his life, and is sympathetic to the First Order.

Shays studied at the Corulag University of Economics before following his mother into politics, serving in Corulag's House of Citizens, and was recently elected Senator in a landslide, owing as much to his charm, good looks, and family name as to his experience. Hoping to burnish his resume, and at the suggestion of his fellow Centrists, he enthusiastically volunteered for the New Republic trade delegation, traveling to neutral worlds as part of Chancellor Villecham's agenda to promote trade with the Trans-Hydian Borderlands.
