History:
A career officer, he entered the military in the aftermath of the Clone Wars to advance his career prospects, he showed no particular until he recieved mentoring from several senior Mon Cal Officers and ran rather efficiently a refuelling station then taking his first active command as a picket frigate commander then Cruiser captain. After the war he was first posted to the Thanium Sector as a Planetary Governor of the Capital, then advancing to Moff when his superior died.

Sigius is addicted to all forms of games, and likes to gamble heavily albeit successfully (so if you win, is it gambling?) he plays life as a game of chess, seeking to remain one move ahead and out think his opponents through guile and placement of pieces rather than the application of force.

He is not adverse to the decisive use of force where and when it may be beneficial to him, but he is disinclined to risk all unless he is set to gain all. He rose quickly through the Sector Defense Force ranks and was one of the Admiral Ackbar's own inner circle in the Defense Force. As one of the officers who fought the Imperial presence out of the Calamari Sector and one of the few who joined the rebellion that had training commanding multiple ships he was initially made a Commodore before a rapid promotion brought him up to Vice Admiral to allow him to take on additional cross-branch activities.

Politics:
Admiral Rullon is no Republic firebrand is a waverer between endorsing the Mon Calamari Fleet joining the alliance who will side with whomever seems to be gaining the momentum. He has a dislike of the Government of the Empire was apparent but he calculated it to be a high risk:reward gamble to stake the whole Sector against the Empire. In order to leave the Sector Fleet itself notionally unaffiliated and just a Sentinel Force for the Sectors recently fought for Armed Neutrality seeing his old Mentor going over to the Alliance he joined the cadre of officers who had been close to Admiral Gial Ackbar when he was a Commodore and they commanders and captains in the sector.
