Equality of Employment Resolution

Chancellor Banders, as we know, has declared the focus of his last year as Chancellor to be the empowerment of non-Humans. Although I strongly disagree with the Chancellor's methods, and feel that they will only divide us, rather than unify us on this important issue, I do agree that the issue itself is worthy of the Senate's attention. On Commenor, as in the galaxy-at-large, most people are Human. But as Governor, I am proud to have implemented what I refer to as an "equality of employment" policy that protects our non-Human minority from employment discrimination, and which I now propose to the Senate.

The policy is threefold;
    1. To maintain an equal rate of employment among Humans and non-Humans as a percentage of job-seeking populations.

    2. To ensure equality and non-discrimination in the hiring of Humans and non-Humans in the New Republic bureaucracy, provided that applicants are capable of performing the requirements of the job.

    3. To ensure equality of pay, so that Humans and non-Humans in the New Republic bureaucracy are paid the same wage for the same performance of work.


I propose this as a resolution, not a law. These are the goals that we've set on Commenor—we have implemented them in a variety of ways, and how the New Republic implements them would be a matter for future laws, which I do not propose today (for instance, budget incentives for Republic agencies to hire more non-Humans as necessary).

Please note that I am not calling for the hiring of one non-Human for every Human employee. The population of Commenor is over 90% Human, and this is reflected in its economy. But supposing the employment rate among Humans is 85%, it is the goal of this policy to achieve 85% employment in the respective non-Human population. This is fair. It is democratic. And it helps to empower the many, long-suffering non-Human minorities in this galaxy and begin to fix the damage done to non-Human communities by decades of "Human High Culture."

(Because, as I said, I disagree with the Chancellor's methods on this subject, I have proposed this resolution in Basic and without a co-sponsor. I hope the Chancellor will consider the measure on its merits and, should it pass, that he respect the will of the Senate and not veto a resolution that would provide more economic mobility to non-Human species. And I ask the Senate to vote, as I do, in favor).

My policies make no mention of resolutions good Senator and this is a worthy resolution to boot. I'm very glad you are still very committed to equal employment. I cast my vote in favor of this resolution. Would any other senators like to comment?

"We Humans can't possibly know what it's like to be poor, what it's like to be discriminated against. For too long, Humans have enjoyed the privileged halls of power. We must do better for our non-Human brethren. We must make way for those who wish to have a part in the halls of power. Our democracy won't stand unless Humans take a seat."
