| I've seen a number of vessels on Wookieepedia that may well fall under a number of categories, so I thought I'd throw out some of my thoughts and see how others take them.
For example, let's look at the Nebulon-B frigate:
It holds two squadrons of fighters and mounts a moderate twelve turbolasers and twelve laser cannons; a not-inconsiderable armament for a 300 meter ship.
Now let's look at a decidedly Imperial design, the Imperial II frigate.
Assuming 'batteries' refers to a grouping of four cannon, it sports sixteen turbolasers, sixteen laser cannons and sixteen ion cannons. In terms of direct damage, it's only a few guns over that of the Nebulon B; a ship half its size, but the ion cannons give it that extra edge in ship-to-ship combat.
Here the close similarities end. Stated statistics have the frigate holding six squadrons of starfighters. Six squadrons. That simply must be an error of some sort, seeing as how the premium Imperial carrier, the Ton-Falk-class, is 100 meters shorter and carries the same amount, as does an ISD-1 (providing one ignores the twelve TIE Boarding ships).
Now, does this push the Imperial II-class into a carrier role?
I can see how it would be seen that way, but its a frigate; perfectly equipped as a picket vessel and of minor solo operations, with armament to compliment such.
However, having this information now, I'd like to ask management to make a ruling on the Imperial II-class, either lowering the number of fighters (which really makes no sense; I need to check where the stat info came from), or limiting it to single use in fleets that don't already have a large starfighter capacity.

| There has always been an issue with there being a disconnect between ship names as well as ship types being appropriate in Star Wars. Anyone who has ever done a military RP in Star Wars knows this. While yes, there are huge differences between the two vessels you point to, you must also look at the design in question. I refer to the physical properties of the craft.
First, a statement on length: it is not the only dimension worth considering. Looking at the Imperial II-class Frigate, it may be 400 meters long, but it is as nearly wide. The Nebulon-B is only 72 meters wide and one hunder meters shorter than the Imperial II. That's a lot more ship to arm and work with. On the Nebulon-B, there is a single hangar bay. On the Imperial II there are four; all close to if a little smaller than that portrayed on the Nebulon-B (that is the sources that portray it with a proper hangar).
The starfighter capabilities for the Nebulon-B were first noted in the Rebel Alliance Sourcebook, the Imperial II in the Rebellion Era Campaign Guide. The actual display of their starfighter capabilities for both were shown in the comics, as well as the X-Wing series for the Nebulon-B.
That being said, my personal opinion is that there is no public statement required. The stats of each vessel in a request are considered individual and on the whole when reviewing a request. I say this as previously being a Manager and in a Moderator position now. You yourself should be aware that no such statement is necessary also being a previous Manager. Part of Management, or Staff as some sites call it, you want to avoid boxing yourself in or contradicting yourself as much as possible. A ruling here would be counter-intuitive to that.
