Information: Raised on Eriadu during the tumult of the Clone Wars and the rise of the Empire, Johannes Oswaldt is a creature of a certain place and time. An anti-alien bigot and zealously pro-Imperial, he enlisted in the Imperial Navy at a young age, inspired by Eriadu's own Grand Moff Tarkin. He was awarded the Distinguished Medal of Imperial Honor when, during the Battle of Er'kit, the Star Destroyer Militant was damaged and Oswaldt, then a Lieutenant, remained on the bridge as the vessel plummeted to the planet below. While most of the crew abandoned ship, Oswaldt personally directed the Militant into a massive Er'kit habitation mound, resulting in many thousands of Er'kit deaths, but landing the ship intact with only a handful of Imperial casualties. Oswaldt's leg was crushed in the incident, however, and he convalesced during the worst of the war as a brevet Captain, delivering speeches to Imperial Academy cadets. One of these speeches impressed Governor Adelhard of the Anoat Sector, who arranged for Oswaldt's promotion to Lieutenant Governor. Before he could assume the position, however, the Death Star was destroyed at Endor, the Anoat Sector locked down, and Oswaldt was lost in the post-Endor confusion.
He found himself under the command of Grand Moff Randd, who dispatched Oswaldt to the Cadavine Sector ostensibly to audit the Imperial fleet enclave at Gall, but in reality to spy on the Governor, Vespasian Boldt, whose loyalties had been deemed suspect. Governor Boldt soon defected to the nascent New Republic, but Oswaldt was able to secure the Gall enclave, prevent the sabotage of much-needed capital vessels, and suppress a nearly month-long rebel uprising. For his efforts, Randd appointed him Governor of the Cadavine Sector (despite Imperial authority in the sector having dwindled to little more than the Zhar system) shortly before the Grand Moff perished at Jakku. Seeing the Empire succumb to chaos and knowing it was only a matter of time before the New Republic came for Gall, Oswaldt became a reluctant signatory to the Galactic Concordance. The war was over, for now.
But through his attention to detail and the force of his personality, Oswaldt was able to hold the Zhar system together under his Imperial-style rule; at first, he intended simply to hold out until the Empire re-organized and re-armed itself to finish the fight. But with the costly Imperial blunders in Operation: Cinder, the deaths of Vizier Amedda and Grand Moff Pandion, and the capture of Vizier Tashu and others, it became clear to Oswaldt that the fight was finished—the Empire had lost. Surrender to the New Republic was not an option, however; Oswaldt knew he would stand no chance in a Republic court. His rule of the Zhar system, thus, became an exercise in self-preservation.
Depressed, Oswaldt has consoled himself with worldly pleasures. He is notorious for his sexual dalliances, and has amassed a personal fortune in the Bank of Aargau. But while he has lived an increasingly decadent lifestyle, his people have suffered; the Zhar system is deep in debt, as Oswaldt refuses to pay the reparations demanded of the Galactic Concordance. With no agriworlds or trade with the New Republic, hunger is prevalent. As is Neimoidian brain rot, as an outbreak of the disease has raged for a decade. Oswaldt has used the plague for his own purposes, "quarantining" his political opponents and imposing harsh limits on emigration. He regularly accepts New Republic relief supplies however, and even turns a blind eye to black market trade with Republic worlds. Despite this, he is quick to condemn the Republic as "rebel scum."
Privately, however, Oswaldt sees the rise of the First Order as a danger to his autonomy, and, fearful of Snoke and his Knights of Ren assassins, is considering a defection to the New Republic. He has formed a plan to deliver the long-suffering Zhar system to the Republic in exchange for immunity from prosecution, but the discovery of a long-lost Jedi Temple on one of his worlds may complicate his plans...
